The Senior Managers and Certification Regime (SMCR) was introduced under the Financial Services and Markets Act 2000 (FSMA) to strengthen individual accountability in financial services. It replaced the Approved Persons Regime (APR) and applies to all FCA-authorised firms. The SMCR comprises three pillars: the Senior Managers Regime, the Certification Regime, and the Conduct Rules. It was extended to all solo-regulated firms on 9 December 2019.
